According to the statute being amended here, it is not supposed to cost the taxpayers anything directly:
MICHIGAN MEMORIAL HIGHWAY ACT (EXCERPT), Act 142 of 2001, MCL 250.1002: "The state transportation department shall only provide for the erection and maintenance of suitable markers at the approach of any of the highways described in this act when sufficient private contributions are received to pay the cost of erecting and maintaining those markers."

Introduced in the Senate on February 27, 2003, to designate as the "Underground Railroad Memorial Highway" Interstate I-94 between exits 98 and 110 in Calhoun County, and highway US-131 from West U Avenue south to West XY Avenue in Schoolcraft Township, Kalamazoo County

The vote was 36 in favor, 0 opposed and 2 not voting
