Introduced by Sen. Burton Leland (D) on February 19, 2003, to require probation and drug treatment, rather than imprisonment, for first-offence non-violent drug possession violators. Current law allows this as an option; the bill would make it mandatory.
Referred to the Senate Judiciary Committee on February 19, 2003.
1) maybe in your city by Freedom on February 21, 2003 This proposal is worse than mandatory jail time. There needs to be serious consequences for first offenses and judges need to be able to evaluate the merits of each case. "First time offenders" and "first time caught" are two different concepts.
