Give legislature authority over state college spending

To place before voters in the next general election a Constitutional amendment to establish that annual appropriations to state universities be granted on a per capita basis based on the in-state resident enrollment of each school. The resolution would also authorize the legislature to direct or condition the use of state funds by each university, so long as doing so does not infringe on the school’s the academic freedom. Finally, it would require that universities provide the legislature with a “detailed” accounting of income and spending, rather than just an accounting.
