To establish a state "Office of Manufacturing Czar" in the Department of Labor and Economic Growth (LEG), with a "czar" to be appointed by the Governor with the advice and consent of the Senate. The Manufacturing Czar would "devote facilitate the creation and retention of manufacturing jobs; implement the portions of LEG’s strategic plan addressing the manufacturing job creation and retention; coordinate programs to create and retain manufacturing jobs in the State; assist manufacturers in the State; work to create a business environment that encouraged and sustained manufacturing in the State; work to empower manufacturers to take advantage of the opportunities offered by the market".
