Introduced by Rep. Kathleen Law (D) on October 9, 2003, to increase the penalties for certain water pollution violations; require those who have pollution discharge permits to submit monthly monitoring reports and report within two hours any discharge that may be a threat to public health; and require the Department of Environmental Quality to conduct an on-site inspection of each facility that has received a discharge permit.
