Andy Meisner (D) on September 25, 2003, to prohibit the state of Michigan from investing in any company that is considered an “expatriated business.” The bill defines expatriated business as a corporation or affiliate that is incorporated in a tax haven country (these are listed in the bill), but has the United States as its principle place of business.
