Introduced by Rep. Doug Hart (R) on March 19, 2003, to postpone for one year a one-tenth percent income tax cut scheduled for 2004, leaving the tax at four-percent until 2005, rather than cutting it to 3.9 percent in 2004 as is currently required by statute.

1) Rep. Doug Hart is a Democrat by Anonymous Citizen on March 20, 2003 Rep. Doug Hart misled the voters in his district when he ran as a Republican. Aside from this tax increase bill, look at some the others he has sponsored:
- HB 4170, to require the politically correct MEAP social studies assessment test results be used in qualifying for state merit award scholarships.
- HB 4171, which would trample on the Proposal A property tax cap by allowing school districts to expand the uses for “sinking fund” slush funds.
- HB 5735, to increase the diesel fuel tax from 15-cents to 19-cents per gallon, collected at the pump.
Oh yeah, Rep. Hart also has been working on some truly important issues: For the second time he has introduced HB 4169, to designate the marbled salamander as the official state amphibian.
Rep. Hart "represents" one of the most solidly Republican districts in the state. He better hope that the voters he bamboozled in November never find out what he's been up to in Lansing. He just might find himelf joining the ranks of those other Republican tax-raisers recalled back during the Blanchard years. Reply
