Introduced by Rep. RuthAnn Jamnick (D) on February 13, 2003, to give townships in Kent, Lapeer, Leelanau, Marquette, Washtenaw, or Wayne county one vote on the board which sets speed limits in townships and in school zones. Under current law, the state police, the state road commission, or for county roads a county road commission, jointly have this authority. The bill contains a provision stating that it would only be effect for two years.

Substitute offered in the House on March 26, 2003, to replace the previous version of the bill with one which broadens its scope to cover all townships, and which tie-bars the bill to House Bill 4133 H-3, which includes provisions for a township which does not wish to participate in the speed limit decision making. The substitute passed by voice vote in the House on March 26, 2003.
