Introduced by Rep. Ken Bradstreet (R) on January 28, 2003, to require the large local telephone companies to sell off either their wholesale or retail operations. In other words, under the proposed structural separation, they could not offer both retail service to customers, and wholesale service to smaller phone companies which pay for the use of the company’s copper cables into homes and businesses.
