RuthAnn Jamnick (D) on January 25, 2001, to allow local units of government, within counties with more than 400,000 residents, to enact ‘Traffic Impact Fees’ that could be assessed against developers whose projects increase the traffic flow on nearby highways, streets and roads. The money acquired by the fund will be used for mitigating the impact of the new development on traffic..
