Ban judge campaign contributions from parties with an interest

To prohibit a person who has a legal matter pending before a judge or supreme court justice from contributing to the judge’s election campaign committee, and prohibit a judge or justice from accepting such a contribution. The contributor and the judge would be subject to criminal penalties if such a contribution is made and accepted.
