Revise access rules for wards and relatives of vulnerable adult

To establish legal procedures that would allow a family member, close friend or other “qualified person” who is barred from visiting a vulnerable adult by another person, to petition a court to deem vulnerable adult an "isolated adult," and obtain an order to allow either reasonable visitation or a change in the isolated individuals residency.
