Restrict setting auto insurance rates by location

To prohibit auto insurance companies from setting prices on the basis of where a person lives and garages their car (“territorial ratings”), notwithstanding much greater different actual claims experience differentials in different geographical areas (especially Detroit). The bill would also prohibit insurers from considering the age and experience of drivers, average miles driven, age and type of vehicle and more.
