To exempt a proposed Detroit River International Crossing bridge project (“DRIC,” a.k.a. “New International Trade Crossing” or NITC) from a statutory requirement that a local government must contribute between none and 12.5 percent of the cost for bridge and related infrastructure projects, depending on the population.
