Revise Medicaid income and asset caps

To revise the income and asset caps that determine eligibility for Medicaid, which is the combined state and federal program that provides health benefits to the poor. Among other changes the bill would not include transfer payments in the calculation of a person’s income, including disability benefits and unemployment compensation.
