Authorize development rights agreement lien discount

To allow the owner of property that formerly was subject to a development rights agreement, which grants tax breaks in return for not developing the land, but later withdrawn from the agreement, to repay the lien that is placed against the property as a result at a rate that is discounted by 10 percent from the lien face value, if it is paid between July 1 and Dec. 31, 2009. The lien is generally in the amount of the tax break granted during the past seven years. The bill would also impose interest on an unpaid lien from the time it is recorded until the time it is paid.
