Authorize alternative energy income tax break

To authorize an income tax credit equivalent to 30 percent of the first $2,000 spent on a “water, wind or solar energy conversion device” in a residence, and 15 percent of the next $3,000. The credit would be refundable, meaning the state would write a check for the amount exceeding a taxpayer’s income tax liability.
