Authorize local storm water utilities and tax

To authorize local "storm water utilities” that would be empowered to impose “development charges” on new developments and recurring fees (taxes) on property owners to defray the costs of storm water regulatory programs (such as separating combined sewers). Because the bill characterizes these levies as “user fees” it does not a propose requiring a vote of the people to approve them, as is (mostly) required for other types of property tax.
