Establish electricity “net metering” regulations

To allow and establish regulations for “net metering” by public electric utilities. “Net metering” applies to a customer who both generates some electricity which is fed back into the power grid, and also buys some power from the utility. The customer would be billed for the amount of electricity that is purchased, minus the amount that is sold back. The bill allows for the interconnection of “renewable” energy customer generators capable of producing up to 550 kilowatts.
