Require legislative authorization for “enhanced” drivers license

To eliminate the authority of the Secretary of State to enter into an agreement with federal agencies to create an enhanced driver license or state identification card that can be used as proof of identity and citizenship for entering the United States at land and sea ports. This would mean that the legislature must specifically authorize and approve any such action.
