Authorize carbon dioxide sequestration regulation

To give the Department of Environmental Quality broad new powers to create, enforce and adjudicate (subject to appeal in the judicial branch) regulations for carbon dioxide sequestration. This is the injection of CO2 into wells deep in the ground, and is a technique being investigated to use mainly in conjunction with coal burning power plants to mitigate the possibility of global warming caused by the release of CO2 into the atmosphere. The bill does not impose a carbon sequestration mandate, but establishes regulations for the practice if one were imposed later.
