Require universities charge in-state tuition to resident military

To require state colleges and universities to charge the in-state tuition rate to military personnel and their dependents living in the state, and if they don’t, to not reimburse them for the cost of free tuition they are required to give to the survivors of corrections officers who were killed in the line of duty.
