Narrow a pesticide licensure exception

To clarify an exemption to the regulation that imposes licensure-type requirements on commercial pesticide regulations. The exemption allows a person to apply a general use pesticide for a “private agricultural purpose” without being a certified applicator or registered applicator. The bill would establish that spraying another person’s property as part of a services swap would not be included under the exemption.
