Clarify high school/college dual-enrollment law

To revise a state program that allows a high school student who meets certain conditions to enroll in college courses and get college and/or high school credit, with the public school district paying all or a portion of the costs. The bill establishes that the college or university must award college credits even if the course was used to satisfy high school requirements.
