Restrict territorial auto insurance pricing

To prohibit auto insurance companies from setting prices on the basis of territories smaller than an entire county, notwithstanding evidence that the level of claims may vary for different cities within a county. Also, to require all insurance companies to use a uniform territorial rating system devised by the state insurance commission, which would be based on objective criteria specified in the bill.
