Impose new CAFO regulations

To require certification of concentrated animal feeding operation (CAFO) operators, authorize a state training program for operators, and require pollution control permits for medium or large CAFOs. These permits would entail extensive application procedures, and compliance with detailed regulations specified in the bill, and additional regulations that the Department of Environmental Quality would be authorized to impose in the future without additional legislation.
