Impose phone tax for services for blind

To impose a new monthly tax of one-cent per phone line, with the proceeds used to pay for the “newsline service for the blind” service sponsored by the National Federation for the Blind. Blind and disabled individuals access this by phone or computer to receive newspapers and other periodicals in an accessible format. Michigan pays roughly $40,000 a year for the service.
