Establish Internet money transfer service regulations

To prohibit an "electronic data interchange service provider" in the business of processing monetary transactions, from refusing to enter into an interchange agreement with a similar service provider on proportionally equal terms as those in agreements it has with other providers. This would only apply to such providers that already have entered at least six such agreements.
