Require weight-based license plate fees

To require the Secretary of State to devise and impose a new license plate tax schedule which is based on the weight of a vehicle, “encourages” the use of lighter vehicles, and is revenue neutral (does not increase the aggregate annual tax paid by all vehicle owners). This would apply to cars and trucks. Owners of expensive cars that weigh less would save, and owners of cheaper, heavier cars would pay more compared to the current system, which is based on the price of the car when new.
