To prohibit the manufacture, transfer, or possession of so-called "assault weapons," which are semi-automatic firearms (capable of firing one shot only for each trigger pull) that have certain cosmetic features giving them the appearance of fully-automatic military arms (which are already banned). The bill would also ban new magazines holding more than 10 rounds of ammunition. Current owners could keep firearms of this type if they annually registered them with the state police and paid a fee, and stored them in compliance with new rules to be promulgated by the state police. The bill would authorize annual state police compliance inspections of the storage premises. A federal ban on these firearms passed by Congress and signed by President Clinton in 1994 expired on Sept. 12, 2004.
