Require slower drivers to stay to the right

To clarify that the requirement to drive on the right side of the road does not apply where official traffic-control devices are in place designating a lane to the left of the center of the roadway, on one-way roads, or when making a left turn in the manner allowed by law. Also, to make explicit the requirement that vehicles traveling slower than the normal flow of traffic must stay to the right except when passing or making a left turn.
