To require more stringent regulation of the incineration of medical wastes, and require the Department of Environmental Quality to perform a study to find out if there are feasible and prudent alternatives to the practice. If it finds there are such alternatives, the department would then be prohibited from issuing any new permits for the incineration of medical waste.
