To require the Department of Environmental Quality to notify each state and Canada that disposal areas and incinerators in this state will not accept their waste exports unless they have a solid waste disposal regulatory system comparable to Michigan’s, and to prohibit a person from accepting solid waste from another state or county that does not qualify.
